Which image formats can I convert to PDF?
You can use still JPG/JPEG, PNG and WebP images. HEIC, animated images, SVG and existing PDF files are not supported by this tool.

The PDF can be larger than the source files, especially when WebP must be converted to PNG. The generated PDF is limited to 100 MB. Final PDF encoding can take a moment to stop after cancellation.
This tool turns a set of still JPG, PNG or WebP images into one PDF in your browser. Put the images in the required page order, rotate any that are sideways, and choose Fit, A4 or US Letter pages before creating the document.
How to use this tool
- Select up to 20 still JPG, PNG or WebP images. Each file can be up to 20 MB, and the combined input limit is 100 MB.
- Drag the images into the required order. Rotate individual images in 90-degree steps until each preview is upright.
- Choose pages that fit each image, or use A4 or US Letter in automatic, portrait or landscape orientation. Then choose no margin, 10 mm or 20 mm.
- Use Contain to show the whole image, or Cover to fill the page and crop the edges. Create the PDF, review the result and download it before leaving the page.
Ways to use it
- Submit several document photos as one file
- Arrange photographed pages in reading order and combine them into one PDF. Check the recipient’s page, file-size and legibility requirements before submitting it.
- Collect receipts or supporting images
- Put related receipts, confirmations or reference images into a single document. Use Contain when every edge of an image must remain visible.
- Make a simple image portfolio
- Place one image on each A4 or US Letter page for a consistent document. Choose the margin preset before creating the PDF.
Supported files and limits
- The tool supports still JPG/JPEG, PNG and WebP images only. It does not accept HEIC, GIF, SVG, TIFF, BMP, PDF or animated images.
- You can add up to 20 images, with a limit of 20 MB per file and 100 MB for the batch. Each image must be no more than 24 megapixels, and neither side can exceed 16,384 pixels.
- The generated PDF cannot exceed 100 MB. Available browser memory varies by device, so a batch that is within the stated limits can still fail on a device with limited memory.
- Contain keeps the full image visible and may leave blank space. Cover fills the available page area by cropping the image edges; the tool does not provide manual crop controls.
- There is no target-size or image-quality control. JPG and PNG data are kept as encoded where possible, while WebP must be converted before it can be placed in the PDF. The finished PDF may be larger than the source images.
- The PDF contains image pages rather than searchable text. Do not rely on the new document to retain original image metadata, colour profiles or print settings.
Common questions
Which PDF page size should I choose?
Fit gives each page the proportions of its image. Choose A4 or US Letter when the PDF needs a standard paper size; you can use automatic orientation or set every page to portrait or landscape.
What is the difference between Contain and Cover?
Contain scales the image to fit inside the selected margins, so the whole image stays visible. Cover fills that area and crops anything that extends beyond its edges. Use Contain for documents and other images that must not be cut off.
Can I change the page order or rotate an image?
Yes. Reorder the images before creating the PDF, and rotate each image in 90-degree steps. The PDF pages follow the order shown in the tool.
Why can the PDF be larger than my images?
A PDF adds document structure around the images, and WebP files must be converted to a format the PDF can embed. The result is not guaranteed to be smaller than the input, and this tool does not offer a target file size.
Will text in the images become searchable?
No. The tool places each image on a PDF page and does not run optical character recognition (OCR). Text remains part of the picture rather than selectable PDF text.
